Applications for Residents Parking Permits


RESIDENTS PARKING PERMITS

You are entitled to apply for a residents parking permit if you are a resident within Kilkenny Borough Councils disc parking area and own a vehicle. However, any resident in a purpose built apartment block where off street parking has been constructed as part of the development will not be eligible for a residents permit.

How do I apply for a permit?
An application form & statutory declaration forms are available from the Traffic Section, Kilkenny Borough Council, City Hall, High Street, Kilkenny and available to download below. Please submit all fully completed applications to the Traffic Department, Kilkenny Borough Council, City Hall, High Street, Kilkenny.

VISITORS PERMITS

VISITORS PARKING PERMITS ON STREET

  • If you are resident within Kilkenny Borough Council disc parking area as contained in Kilkenny Borough Council, Parking Control Bye-Laws 2008 and are over 65 years of age you are entitled to apply for a 'Visitors Permit'.
  • The Visitors Permit will only be issued to households within the disc parking area solely occupied by one or more persons aged 65 or over.
  • A maximum of one permit per house is permitted.
  • A Visitors Parking Permit shall permit a visitor to park his or her own vehicle for a maximum period of three consecutive hours in a disc parking place on a street to which the disc relates free of charge.
  • The Permit must only be for used in the area indicated on the permit.
  • Possession of a Visitors Parking Permit does not guarantee the holder a parking space at any time on the street indicated on the permit.
  • Unsigned or incomplete applications will not be accepted.
  • The permit may be used only by the person who visits, calls on or makes a stay with the resident or is engaged by the resident to carry out works on there dwelling.
  • The responsibility for the renewal of a Visitors Permit rests solely with the permit holder.

VISITORS PARKING PERMITS 'ACCESS ONLY AREAS'

  • A resident may apply for a visitors permit if they reside in an 'Access Only Area' as contained in Kilkenny Borough Council, Parking Control Bye-Laws 2008.
  • Access only areas: Bridge View Gardens, Castle Gardens, Chapel Avenue,
  • De Loughry Place, Francis MacManus Square, Magdelene Court, Nore Terrace, Ossory Park & St Patrick's Close.
  • A maximum of one permit per house is permitted.
  • There is no time limit on the use of this Visitors Permit in Access Only Area's.
  • The Permit will be for use in the area as indicated on the permit.
  • Possession of a Visitors Parking Permit does not guarantee the holder a parking space at any time on the street indicated on the permit.
  • Unsigned or incomplete applications will not be accepted.
  • The permit may be used only by the person who visits, calls on or makes a stay with the resident or is engaged by the resident to carry out works on there dwelling.
  • The responsibility for the renewal of a Visitors Permit for the 'Access Only Area' rests solely with the permit holder.

 

What do I need for a visitors parking permit in an 'Access Only Area'?

  • Completed Application Form
  • Two recent domestic Utility Bills in your name for the address for which the permit is being sought, (i.e electricity, gas, landline telephone)or Financial Documents (credit card, bank account, credit union statements).
  • Fee €20 (administration costs).
  • If you live in rented accommodation you must submit a copy of your Rent Book/Rental Agreement and a copy of your confirmation letter from the Private Residential Tenancies Board (PTRB) acknowledging the registration of the tenancy with the PRTB and the date of expiry of your tenancy.

Carers Permits

  • Carers Parking Permits will be issued only to eligible residents in the disc parking area as contained in Kilkenny Borough Council, Parking Control Bye-Laws 2008 who require ongoing daily care for a medical illness.
  • A maximum of one permit per house is permitted.
  • The Carers Permit will entitle the user to park free of charge and without a time limit in the disc parking area as indicated on the permit.
  • Possession of a Carers Permit does not guarantee the holder a parking space at any time on the street indicated on the permit.
  • Unsigned or incomplete applications will not be accepted.
  • The permit may be used only by the person who visits, calls on or makes a stay with the resident for the purpose of ongoing daily care for a medical illness.
  • The responsibility for the renewal of a Carers Permit rests solely with the permit holder.

What do I need for a carers parking permit?

  • Completed Application Form
